Casablanca Seeks to Receive MAD 50 Million from Liquor’s Consumption Tax in 2017

Rabat – The council of the municipality of Casablanca has predicted that it will obtain MAD 50 million from its liquor consumption tax in 2017.

According to what was reported in the 2017’s budget of Casablanca, the average consumption tax receipts for alcoholic beverages reaches MAD 34.38 million.

The municipality obtained MAD 26.7 million from the tax in 2016, MAD 35.4 million in 2015, and MAD 32.4 million in 2014.

Consumption tax receipts for alcoholic beverages have been rising steadily for more than ten years as a result of increasing production, consumption, and importation of alcohol in Morocco.

More than MAD 1 billion in revenue  from consumption tax have been obtained by the tax administration, for an average of 120 million liters of alcohol consumed per year.

Over the past few years, Morocco’s consumption of alcoholic beverage has been increased. Morocco imported over MAD 900 million of tobacco and MAD 300 of liquor in the last seven months of 2016.

In January, it was reported that Morocco’s revenues on alcoholic drinks and tobacco will rise with a surtax that seeks to protect Moroccans, expecting to expected to exceed MAD 10 billion in 2017. According to next year’s finance bill, tobacco, the most important generator of revenue, is expected to pump MAD 9.16 billion into Morocco’s treasury.

In 2015, Moroccan treasury received over MAD 1 billion in revenue from the sale of liquor in Morocco.

According to a report published by the Moroccan daily Assabah on December 14, 2016, Morocco’s revenues related to the consumption tax on alcoholic drinks, cigarettes and gambling is expected to exceed MAD 10 billion in 2017. According to the same source, Morocco’s treasury seeks to make MAD 9.16 billion in consumption tax from tobacco, the most important generator of revenue. As for gambling, it will bring a little over MAD 160 million of tax revenue in 2017.

Although the Moroccan government has sought deter Moroccans from engaging in gambling (casinos, digital games, horse race) by increasing its consumption tax, the gambling turnover of gambling industry has increased by 36 percent between 2013 and 2016.

This significant increase was made possible thanks to the aggressive advertising campaigns launched by industry operators in recent years.
